The importance of quasars in cosmology was recognized twenty years ago with the discovery of the black hole mass-bulge mass relation and the co-evolution of the star formation rate and quasar density. Now it is time to make a step forward in using quasars as a tool in cosmology. With this aim we plan to combine several lines of research, which are complementary, since they address various topics but are all based on quasars. By bringing together various aspects of quasar applications in cosmology, we plan to uncover common goals and methods. All quasar-based research needs quasar catalogs, even quasar monitoring, which face similar technical problems, but these communities do not always mix enough to get the added value from the different quasar studies.
