Introduction: The study aimed to examine the individual's attitude toward implementing smart learning in the United Arab Emirates (UAE) under the influence of Innovation Diffusion Theory (IDT) and the Technology Readiness Index (TRI). It explored the moderating effects of behavioral intention and the mediating role of IDT and attitudes. Methods: Data was collected from 301 employees working in UAE's academic and governmental organizations. The analysis was performed using AMOS and SPSS. Results: The results revealed that IDT variables (perceived advantage, visibility, compatibility, trialability, and image) and TRI variables (innovativeness, optimism, discomfort, and insecurity) significantly and positively affected attitudes toward implementing smart learning. Besides, the attitude and IDT mediated the relationship between TRI constructs and actual use. Discussion: This study validated that behavioral intention played a major role in converging attitudes to place smart learning into actual use. It is one of a few types of research focusing on employee attitudes and the successful implementation of smart learning in UAE governmental organizations.
