These activities generate substantial carbon emissions that impact people's lives and contribute to environmental pollution. Scientific research has shown that increasing carbon emissions are a direct trigger for global warming, the greenhouse effect, and extreme weather, making carbon emission reduction a topic of common concern for scholars, experts, and national leaders worldwide. Developing a low carbon emissions trajectory to mitigate climate change can only be achieved through effective carbon emission governance locally, nationally, regionally, and globally.
Carbon emission governance involves promoting low-carbon development within regions and encompasses various aspects, including reducing fossil energy consumption during the production process, and improving production technology and methods to reach carbon emission reductions control. At the local government level, it entails implementing governance processes that achieve low-carbon development through tax policies, industrial policies, structural adjustments, and land-use management. In the evolution process of urban-rural interaction, carbon emission governance needs to consider the specific features of urban-rural areas and the actual needs of residents. Carbon emission governance faces challenges related to regional coordination, policy uncertainty, technological innovation, enforcement and compliance, economic and social impacts, interconnectedness of sectors, and long-term planning.
