Background

After several months of negotiations, the European Parliament, European Commission, and European Council reached a basic consensus on the inclusion of the maritime industry in the European Union Emission Trading System (EU ETS) on November 30, 2022, and formed a preliminary agreement on specific aspects such as timing, navigation emissions coverage, applicable ship tonnage, emissions coverage, and fund use. In addition to reducing greenhouse gas emissions from the maritime industry, the inclusion of the maritime industry in EU ETS can promote more capital flows to areas such as renewable energy and alternative marine fuel supply via market mechanisms, while generating revenue from future marine carbon quota transactions and using it to achieve low-carbon transformation. Once the legislative process is completed, the maritime industry will be formally incorporated into the EU ETS, which means that the emissions generated by EU maritime industry will be limited and expected to gradually reduce in the future, and the relevant maritime entities may bear additional carbon costs due to exceeding the emission limit. However, there are inevitably some problems and challenges in promoting the integration of the maritime industry into EU ETS.

The aim of this topic research is to present new theories, technologies, methods and applications to ensure sustainable development in the maritime industry. Hence, this question includes how the maritime industry deals with EU ETS will face the opportunity and challenge, and whether the maritime industry can effectively assess the actual impact of EU ETS. Opportunities and challenges of the marine industry under EU ETS can be improved by：
