Transformative Capacity to Build an Adaptive Society Resilience During Crisis: Evidence from Conditional Cash Transfer/PKH Indonesia

    This research investigates the role of transformative capacity in building an adaptive society resilience to crises, focusing on the Conditional Cash Transfer (CCT) program, Program Keluarga harapan (PKH)/Family Hope Program, in Indonesia during COVID-19 pandemic, with a particular focus on the Cianjur region. Social resilience, usually viewed as the ability to return to pre-crisis conditions. It is redefined in this research as the capacity to transform and adapt to new socio-economic realities. The research highlights how PKH, Conditional Cash Transfer program, designed to support vulnerable households through conditional financial aid, facilitated the beneficiary's ability to not only cope with immediate hardships but also to initiate long-term changes that enhanced community resilience. This research using a qualitative approach, including interviews and observation. The research explores the mechanisms through which PKH empowered individuals and families in Cianjur to overcome the crisis. The findings focus that PKH was not only providing financial support, but also on supporting behavioral and institutional transformations that helped beneficiaries rethink their relationship to poverty and socioeconomic vulnerability. This transformative community capacity in Cianjur was evident in the increased of beneficiaries with health, education, and social welfare systems. It is aiming for sustainable improvement in their living conditions. The research emphasizing the importance of policies that promote transformative resilience. It is not only addressing immediate recovery but also capacitate individuals and communities to create sustainability improvements to face the future challenges. Research findings and recommendation contributes to adaptive social protection program, transformative capacity in sociology, provides wider implementation and also policy recommendations for enhancing the resilience of vulnerable populations during crises, with specific location in Cianjur, Indonesia.
