The development of safety culture in the shipping industry is an important measure for reducing ship accidents and improving navigation safety. Previous studies have considered the impact of different factors on safety culture and the impact of safety culture on ship officers' safety behavior with specific backgrounds, and this paper argues that it is necessary to investigate ship officers of various ship types in order to identify common safety problems in the shipping industry.This paper proposes research hypotheses and constructs a conceptual logic framework on the basis of literature review and theoretical evaluation. Based on the self-report questionnaires of 229 deck officers and captains, the hypotheses proposed above were empirically tested by using Structural Equation Modeling (SEM). And for the first time, this paper divides the safety behavior of ship officers into three dimensions: safety compliance behavior, prosocial safety behavior and proactive safety behavior, so as to better describe the safety behavior and explore the influence of safety culture on different safety behaviors of ship officers. The results show that safety culture has a positive impact on the safety behavior of ship officers, and the influence of safety culture on safety behavior in different dimensions is also different. Shipping companies can promote their safety culture by improving safety management level and cultivating ship officers' safety values. This study theoretically reveals the important role of safety culture in improving ship officers' safety behavior, and expands the analytical dimension of ship officers' safety behavior research. At the practical level, this study can help shipping companies to formulate measures to improve the behavior of ship officers' according to their own conditions, so as to reduce the possibility of marine accidents.
