Development of a High-Quality Evaluation Index System for Tumor Hospitals: A Study Using the Delphi-Analytical Hierarchy Process Approach

Background: With an aging and expanding population and improved cancer survival rates, the demand for oncology care is anticipated to surge. Wealthy nations allocate substantial portions of their healthcare budgets to cancer hospital capacity and inpatient treatments. However, inadequately designed capacities and services in cancer hospitals often lead to unclear service delivery strategies and non-need driven hospital infrastructures. The primary objective of this study is to elevate the efficiency and quality of cancer hospital development through the creation of a comprehensive evaluation index system tailored to cancer-related parameters.: Drawing on the Chinese government's evaluation of high-quality public hospital development, we developed a preliminary index system. A Delphi study, conducted between June 2023 and September 2023, involved twelve specialists across various research disciplines from multiple tumor hospitals in Hefei, Anhui Province, China. These specialists assessed predefined factors on a five-point Likert scale and provided qualitative feedback. The evaluation index system underwent modifications based on expert comments through successive rounds.
