Currently, there is relatively little research on the impact and mechanism of low-carbon economy pilot policies related to high-quality economic development in the context of green and low-carbon on urban ecological efficiency, and these research is not comprehensive enough. Therefore, this study proposed hypotheses to address this issue. On the basis of considering the super efficiency of unexpected outputs at the common frontier, the urban ecological efficiency was calculated and corresponding tests were conducted. These tests showed that, with the gradual addition of control variables, dummy variable's coefficient for the interaction between low-carbon pilot policy time and city was always positive, and the variance inflation factor was less than 10.Pilot cities had increased their urban ecological efficiency by 2.2% after implementing this policy than those are non-pilot, verifying the low-carbon economy pilot policies were effective for urban ecological efficiency. In addition, the regression coefficient of policies in low-carbon pilot cities in the full sample size on industrial structure was not significant, indicating that it had not played a role in optimizing industrial structure. And its regression coefficient to the energy structure was significantly negative, indicating that it effectively promoted the energy structure optimization.Overall, the hypotheses proposed in this study have been effectively tested and the effectiveness of the research methods has been verified, which can effectively promote the implementation of practical low-carbon economy pilot policies.
