To analyze current policy documents related to the construction of healthy cities in China to provide insights for enhancing healthy city policies and promoting the development of healthy cities. From the dimension of policy tools, supply-oriented policies are used 60.5% of the time. Environmental policies were used 29.1% of the time, and demand policies were used 10.4%. From the two-dimensional perspective of policy tools and healthy city construction areas, the five major areas of healthy city construction focus on using three different types of policy tools. In the future, the proportion of policy tool use can be adjusted in due course to improve the efficiency of policy tool use. The national level attaches great importance to the development of healthy cities. Still, the use of policy tools in different construction areas is not balanced, and policy tools should be utilized in a comprehensive and multi-disciplinary manner to enhance the overall effect of the policy.
